How's the Year Going? (2005)

"Finally, no funding is included in the omnibus bill for new programs at the Justice Department authorized as part of the recently enacted Mentally Ill Offender Treatment and Crime Reduction Act (P.L. 108-732). This new law authorized a range of programs to address the "criminalization" of mental illness including court-based diversion programs and training for law enforcement and corrections officers."

On the point of the Criminal Justice System and mental illness, it's important to keep this in mind as well as the 2003 assessment (1.3 Mb) by the Human Rights Watch Organization that sparked enactment of the Mentally Ill Offender Treament and Crime Reduction Act of 2004 signed by President Bush on October 30th, 2004.
